Prepare context under a budget and manage local context operations.

Plan before loading

Use ctx_plan to describe the task and budget. Inspect the selected sources, then use the appropriate compile or fill operation to materialize context.

A plan is only as useful as the available sources and index. Review missing dependencies and request specific evidence when needed.

Control and execute are different

Context controls influence source selection and representation. Execution tools can run code, package operations can change retained state, and rule operations can change host guidance.

Inspect the individual input contract and side effects. Do not treat everything in this category as a read-only query.

Keep the host in charge

The application defines the goal, permissions and completion criteria. LeanCTX coordinates bounded work through claims, leases and WorkGraph execution under concurrency and budget limits. A local bus message is communication; it does not launch a worker. See agent coordination.
